Forsburn clone toss during the first few frames of clone up special#1696

Forsburn clone toss has to be inputted while the clone is active. Sometimes instead of immediately going for the clone toss, you may opt to delay it to help with recovery mixups. HOWEVER, sometimes when you go for that mix up the clone will initiate an up special. If you committed to going for this then you basically just die in certain scenarios. I think it would be fair for Fors to be able to interrupt the first few frames of clone up b to still be able to be clone tossed to help prevent this mishap. He already is the only character in the game that essentially does not get their side special given back if hit. Instead he operates on a timer so I think having the leniency for clone toss would be okay.
