Limit velocity of hitfall when offstage#1739

Occasionally I’ll input a hitfall by mistake while edgeguarding or even ledgetrapping, and if I’m ever so slightly out of the stage, it’ll result in a dramatic drop that can be sometimes hard to react to, especially when I’m out of jumps.

I understand it might be a skill issue, but I also think there is almost no point to this mechanic when there is no ground under you.

Since Krag exists and you probably want to still use this offstage in rare occasions, I think a solution to it could be to just restrict the distance/velocity after falling for a few frames.
