Ranked forfeit for bad connections#1858

Allow for a no point loss forfeit if there is a disparity of more than 50 or so ms in a ranked match, if the forfeit is done within a minute or so of the match starting. I’ve had way too many matches where the opponent is at 20 ms while I’m at 150, and that’s just not fun.
