Allow for slower walks#1859

Currently, the slowest walk you can do is still quite fast. Noticably, it’s different to ultimate. I find that I often try to do a turnaround without dashing, but nothing happens because the threshold for the minimum walk seems to be different. Some option in controls or just globally lowering the minimum walk speed would make it feel much better.
